Yes, now is indeed your last opportunity to buy. It won't be long before the physical market decouples from the futures (spot) market... when that happens you can expect silver to explode in price.
Right now you can get it below the cost of production... and several mines have been shut down in the last couple of years.

Do yourself a favor and do a little research on the silver market and the price movements of the last 10 years. This will allow you to better judge the relative value of todays market.
I am not sure where you got your pricing information but the spot silver price ended today over $21 US. I don't think there is that much difference between the Canadian dollar and a US dollar.
As i'm typing the the price of silver per ounce is 13.11. I am new to buying silver so is know a good time to buy
