You can learn to program; C# is a sub-set of C++ with the intension to make it less error-prone and easier to use.
Or you can pay someone to program it.
Almost all major trading platforms allow automated trading. When you open a brokerage account at any major firm, you'll have access to that capability and help forums for that. Or simply download a free trial and test your theories on the simulator first.
I paid $1,500 to have an indicator programmed on Ninjatrader, but Thinkorswim would also be a good choice. I use both. All you have to do is register.
