It looks like this is a company that funds business start-ups. I don't think you would be an owner of the companies they fund. You would be investing in the funding company or it might be more like a loan which might or might not pay off and with no guarantees.
My approach is to invest in proven business development companies that you can buy on the stock makret. Here are the symbols for some that I have in my IRA:
