Try Xoom. It is a money transfer company, and will charge you about $5 to send the money to the your Canadian recipient.
xe converter is generally not too far off the real exchange rates, it is a website i use regularly, and whilst they are mostly almost right you might find local places might be a cent or two different on any given day OR TIME (yup the sneaky traitors lol)
If you pay through PayPal, they will send Canadian dollars and you will pay US dollars.
I have to pay someone that lives in Canada $50.00 in Canadian money. Only problem is, I live in the US and of course USD is our currency. How would I go about converting the $50.00 USD to $50.00 of CAD? Is there a website or some kind of service that allows me to do this? Am I'm going to assume I would have to pay a fee as well?
