It's just a scam. Send off the $39.95 and you get a some brochures and/or maybe a CD that tells you how you might land such a job. There is no real job offer there and the scam works for them because they earn $39.95 every time some hopeful person sends in the money.
99.99 % of data entry jobs are fraud. Be careful.....
