There is very little point in ISAs for the average investor. Since Gordon Brown changed it, the taxation of dividends is such that the income tax deducted is not reclaimable. You would have to buy US shares through a fund and the tax will probably be done this way.

Without a valid US taxpayer Social Security Number (or Taxpayer ID Number) from the USA, you can't....but you CAN buy US corporations that are listed as "holding" US companies you are interested in owning as part of a UK Mutual fund...

& More importantly, do I pay tax on dividends earned?

I am with HSBC & for example, lets say Coca Cola listed on NYSE
