What is the rationale behind TIPS vs I Bonds?

TIPS sound like a losing proposition for investors. What was the rationale for creating TIPS instead of just having the I Bond?

Un, I bonds are for small investors and you can buy at most $5000/year (I think but they could have changed it since I last looked). You can buy as many TIPS as you want.

I find the internet absolutely bizarre when it comes to investing for inflation. People buy 30% vol lightly correlated gold and trumpet it as inflation hedge but turn up their noses at vastly less volatile, highly correlated TIPS. Unless you can buy inflation derivatives directly (you can't), TIPS are perfect inflation hedges (with some tax issues that need to be though about).
