i need a debit card so i can spend money in my town.

Any bank will do this. If I'm going to have to pick one, I would say Lloyds because their account for people under 19 pays the best interest.

But you can't open an account entirely online. You have to go there to show them proof of ID and address, and if you're under 16, a parent has to go with you.
