Minimum initial investment is the amount you must put in to establish an account.

There is nothing magical about a mutual fund. It is just many investors pooloing their money and the total fund is invested and managed as per the fund's remit. Of course it could be passive fund like an ETF or even a hedge fund where they may not be much of a remit.

Roth IRA. There is a Shwab fund that will let you invest

with small amounts (SWPPX).
