For now, go 30%A, 30%C, and 40% cash.
When you see something you like, go 25% into it.
Stock A 30%
Stock C 30%
New Stock 25%
Cash 15%
It's always good to keep at least 10% cash.
I'm going to assume your portfolio is extremely small with those number you gave.
Having 30% in any one position is not a good thing.
20% max, maybe. Spread out your risk. 5 positions minimum, that is not to difficult for anyone to manage.
10% cash is ok but it is going to be different for everyone.

I get no idea on what to do with ??? money, there are 3 possible case
[1] Put the money into Cash
Stock A : 30%
Stock C : 30%
Cash : 40%
[2] Re-balancing portfolio
Stock A : 43%
Stock C : 43%
Cash : 14%
[3] Other better suggestions?
