THe key trouble is that it would be vastly overshadowed by the main stock exchange. It would, by necessity, be compared to it, and as such would drive the value of smaller businesses right down.
Probably not. If the small businesses are publicly owned, their shares already trade on the NASDAQ and over-the-counter. If their shares are not publicly owned, they cannot trade as they are restricted.
