They just handed out stock instead of cash. Stockholders have more shares now.

Can someone break this down for me step by step and explain to me how they came up with the numbers. From what I read they said that the company needed cash to reinvest into the company or pay out dividends. I'm not sure, I got lost real quick. I know that the company sold the shares for more than par, but I just am not sure where and how they got their final numbers.
