Does the CEO actually owns parts of the fund, and does it just manages other people's money?

There are different types of investment funds. Mutual funds may be hedge fund, investment trust, OEIC, Unit trust, ETF etc.

The CEO role is a salaried job but where shares are available he/she may also have bought some.

I think I would learn a bit about mutual Funds rather than ask spurious questions like this.
