Sure why not?? But generally the mutual fund company would do this.

Why not?? But again the mutual fund company would do this. They even have advertising departments. Have you never noticed ads for mutual funds on tv, magazines, internet, newspapers, etc?? I know I have.
Can fund managers share 'mutual fund sales charges' with stock brokers?
If they work with a broker - to buy stocks, they are almost certainly being charged by that broker. Brokers don't work for free. If you consider that sharing, sounds legal to me.
If you think they're doing something illegal, turn them into the SEC - Securities & Exchange Commission.
